549576 Reliance Journey on Implementation of a Comprehensive Competency Development and Assurance System (CAS) in Downstream

Reliance Industries Limited (RIL), an Indian fortune 500 company with more than 120 Refinery, Petrochemical and Polyester plants spread over nine geographical locations in India and abroad, developed a new Competency Assurance System (CAS) with the twin objectives of:
  • Development of its front line staff- Operations,Maintenance,Engineers,HSEF professionals
  • Assuring all stake holders that plant operations are in safe hands

After review of worldwide best practices, a pilot was launched for FCC complex before it was scaled up to the rest of the processing units at Jamnagar super complex followed by other Petrochemical & Polyester sites

Five basic steps of the Competence development/Assurance process are:

  1. Self Assessment
  2. Manager Review and gaps identification
  3. Gap closure plan with the help of learning content and other means
  4. Assurance Quiz for Safety critical competencies
  5. Field Assurance Task test and interview for these critical competencies

On the surface this is pretty much the standard CAS practiced all over the world.

This presentation highlights unique features that enabled Reliance to focus on Safety and automate the process for potential application for all employees.
