This paper does research on the possibility of integrating PSM with HSE management in a manner of proceeding from the progress achieved after implementation of PSM management by referring to the cases about PSM implementation among several chemical production enterprises in China. It is pointed out in the paper that PSM has been recognizing & accepting by more and more large-scaled chemical production enterprises. They put their hands to changing staff mindset, taking PSM elements as mainline, rendering management commitment and attaching importance to the execution. After several years of implementation, safety performance of enterprises is fundamentally improved. However, during implementation of PSM management, enterprises are also confronted with such difficulties as how to integrate PSM with HSE management. Currently, the main issues are as follows: employee resistance, unclear responsibilities & accountabilities, insufficient impetus from management, and lack of effective mechanism regarding feedback, follow-up and continuous improvement.
