How to Play a Better Central Role by Blending PSM System into HSE System

Abstract: It is known that PSM system enjoys a unique advantage in preventing and avoiding major process safety accident encountered by petrochemical and chemical industry. In recent years, PSM system has been being accepted and applied in China, firstly implemented by several leading companies, like CNOOC and CNPC, where had witnessed remarkable achievements. However, there are still lots of problems need to be solved in terms of blending PSM system into HSE system and fully making use of advantages of PSM system and HSE system. On the basis of its original HSE system, CNOOC had blended PSM system into HSE system and had fully made use of management advantages of PSE system and HSE system. As for the blending between PSM and HSE, CNOOC had blended some elements (like management of contractors, management of work permit) set up in PSM and HSE, by which a feasible and security management mode had been formed. The newly formed management mode is more suitable for the basic production performed in a company. More importantly, it is beneficial for a company to improve safety management performance.
