80 Process Safety Culture – Impact of the Baker Panel Report to BP

Description:
The report contained a number of specific recommendations on process safety culture. For example, one was for an integrated and comprehensive management system that systematically and continuously identifies, reduces and manages process safety risk. Another was for a system to ensure that all levels of management possess appropriate levels of process safety knowledge and expertise; in effect, a complete competence assurance system for the organization and its contractors. The panel also recommended involvement by all relevant stakeholders, to develop a positive, trusting and open process safety culture, in which unsafe conditions are reported and used to improve the way things are done. Papers are welcomed which reflect on these recommendations, and how they have led to actions and priorities in organizations beyond BP.
